मॉरिशस और बिहार : दिल से जुड़े हैं दिलों के तार

वैसे तो पटना का रविन्द्र भवन कई ऐतिहासिक पलों का गवाह बना है पर 5 सितम्बर 2011 की शाम कुछ खास थी. लगभग 200 साल पहले बिहार की मिटटी के सपूत जो गिरमिटिया बन कर मॉरिशस ले जाये गए थे आज उनके वंशज गायक होकर वापस अपने पुरखों की धरती पे आये थे. मॉरिशस के सुन्दर मनराखन कॉलेज के छात्र-छात्राएं पहली बार बिहार में रामायण की चौपाइयों का गान प्रस्तुत करने आये. ये वो छात्र थे जो वहां हुई रामायण गान प्रतियोगिता के विजेता बने थे.

जैसा कि मॉरिशस सनातन धर्मं टेम्पल फेडरेशन के अध्यक्ष श्री सोमदत्त जी कहते हैं कि ''जब बिहार, यू०पी0 से लोगों को मॉरिशस ले जाया गया था तो हमारे पुरखे अपने साथ राम चरित मानस ले गए थे. जब दिन भर वो लोग कड़ी मेहनत करते थे तो इस दौरान उन्हें चाबुक से मारा जाता था. उस कठिन दौर में वो लोग शाम के समय रामायण गाते थे ताकि अपने दर्द को भूल सकें. रामचरित मानस ही वो चीज़ थी जो उनलोगों को मॉरिशस में रहने की प्रेरणा देती थी, दर्द सहने की शक्ति देती थी.'' वो आगे कहते हैं कि 'आज भी हमलोग मॉरिशस में भारत को 'भारत माँ' कहकर ही बुलाते हैं. आज भी जब वहां पे बच्चा जन्म लेता है तो हम कहते हैं की घर में राम आये हैं. हम वहां होली दिवाली, दशहरा सब कुछ उसी तरह मनाते हैं जिस तरह यहाँ मनाया जाता है. आज यहाँ आकर ऐसा लग रहा है जैसे हम अपने घर में आये हैं.' ऐसे उद्गार सुनकर वहां मौजूद सबों में आत्मीयता का भाव स्वतः प्रस्फुटित हो गया था.

मंच संचालक की भूमिका निभा रहे जय गोविन्द हीराजी ने सर्वप्रथम भोजपुरी में सभी कलाकारों से आग्रह किया कि 'कार्यक्रम के शुरुआत करे के पहिले ऊ धरती माँ के सत-सत नमन जे धरती से हमनी के पुरखा लोग गइल रहे' फिर उन्होंने कहा कि 'आज हम यहाँ ई बतावे आइल बानी कि बरसों दूर रह के भी हमनी के आपन संस्कृति नइखी भुलले. और एगो बात और बतावे के चाह तानी कि आज जब हमनी के आपन राष्ट्रपिता शिवसागर रामगुलाम जी के स्मारक देखे गईनी त अइसन लागल कि ऊ मुस्कुरा के हमरा से कहनी कि गिरमिटिया बन के गइनी और देख का बन के आ गइनी.' हमनी के बिहार सरकार के आभारी बानी कि ऊ हमार राष्ट्रपिता के स्मारक बन्वैलस. ई रामायण के गान त हमनी के और जगह भी गइनी पर जे अपनापन बिहार में लागता ऊ और कहीं महसूस न भइल.

'ओम' के उच्चारण के साथ कार्यक्रम की शुरुआत की गयी. तत्पश्चात 'श्री गुरु चरण सरोज रज' की स्तुति की गयी और phir कलाकारों ने 'आओ राम, संवारो राम, इस जग के बिगड़े काम' की प्रस्तुति कर संपूर्ण वातावरण को राममय कर दिया. ऐसा लग रहा था जैसे किसी मंदिर में बैठे हैं और अपना सर्वश्व भगवान को अर्पित कर दिया है. उसके बाद अयोध्या कांड की चौपाईयों में से 'उठो भरत राम मिलने आये हैं' का गायन सबको भाव विभोर किये जा रहा था. भ्रात्रि मिलन के ऊस दृश्य को अपने गायन से जीवंत कर दिया था उन छात्रों ने.राम और केवट प्रकरण जिसमे केवट प्रभु श्री राम की नैया ये कहते हुए पार लगाते हैं कि जब इस धरती से मेरे प्राण जाएँ तो मैं आपके दर पे आऊँ का गायन बरबस ही मोक्ष की आशा में प्रभु की वंदना करने की भाव विह्वल प्रस्तुति थी. इसी प्रकार रामायण के विभिन्न प्रकरण की चौपाइयों का गायन कर लोगों को मंत्रमुग्ध कर दिया था उनलोगों ने. कार्यक्रम ख़तम होने के पहले एक होली गीत भी प्रस्तुत किया गया,जिससे बरबस ही बिहार के गावों में विभिन्न टोलिओं द्वारा होली के समय गए जाने वाले गीतों की याद ताज़ा हो गयी.ऐसा लगा ही नहीं कि वो किसी दूसरे देश से आये हैं. कुछ घंटों में ही जो संस्कृति और अपनापन महसूस हुआ उसकी याद हमेशा रहेगी.

भारतीय सांस्कृतिक सम्बद्ध परिषद् (ICCR), मॉरिशस सरकार एवं कला, संस्कृति और युवा विभाग, बिहार के सहयोग से आयोजित इस कार्यक्रम में मुख्य अथिति के रूप में आमंत्रित श्रीमती सुखदा पांडेय, मंत्री, कला, संस्कृति एवं युवा विभाग, बिहार ने दीप प्रज्वलित कर कार्यक्रम की शुरआत की. अपने भाषण में माननीया मंत्री जी ने बताया कि ''मैं शाहाबाद से आती हूँ और श्री शिवसागर रामगुलाम जी के पुरखे भी उसी जगह रहते थे. इसलिए हमारा रिश्ता बहुत पुराना है, आत्मीय है. मैं यहाँ इंदिराजी की बात को दुहराना चाहती हूँ कि मॉरिशस वास्तव में 'लघु भारत' है.'' माननीया मंत्री जी ने सभी उपस्थित लोगों को फाउंडेशन की तरफ से नालंदा विश्विद्यालय अंकित मेमेन्टो देकर सम्मानित किया. अन्य उपस्थित लोगों में कला, संस्कृति एवं युवा विभाग के प्रधान सचिव सह मुख्य कार्यपालक पदाधिकारी बिहार फाउंडेशन श्री सी० ललसोता ने उपहार स्वरुप एक बैग सभी आगंतुकों को दिया, जिसमे बिहार से सम्बंधित फिल्मों की डीवीडी, बुकलेट इत्यादि थे.

मुझे याद नहीं कि भारत में कहीं भी रामायण गायन की प्रतियोगिता होती है. अब तो रामलीला का मंचन भी बहुत कम जगहों पर ही होता है. अक्सर ऐसे कार्यक्रम हमें हमारी संस्कृति की याद दिलाते हैं. अगर हम सीखना चाहें तो यह अवश्य ही सीख सकते हैं कि हम चाहे कितनी भी तरक्की कर लें पर हमें अपने संस्कारों को नहीं भूलना चाहिए. आज लगभग दो सौ सालों बाद भी उन लोगों ने रामायण को अपने अन्दर जीवित रखा है. ख़ुशी होगी अगर हमारे देश, हमारे राज्य में भी रामायण के गायन, अभिनय/मंचन से सम्बंधित प्रतियोगिता हो ताकि आने वाली पीढ़ी भी अपने गौरवपूर्ण अतीत को जान पाए और उससे कुछ सीख पाए. हो सकता है ऐसा करने से हमारी आने वाली पीढ़ियों में वो संस्कार दिखे जिसकी इच्छा सभी करते हैं और जो शायद आज खत्म होता जा रहा है.

खैर, कार्यक्रम के पश्चात् रात्रि में होटल में कुछ लोगों के साथ हमारी मण्डली जमी, जिसमे कई सारी बातें निकली. मॉरिशस में भी वो लोग कपिल शर्मा की कॉमेडी पसंद करते हैं. उनलोगों ने कई चुटकुले सुनाये जो अक्सर हमलोग एक-दूसरे को सुनाते हैं. गायकी का दौर चला. हिंदी और भोजपुरी गाने गाये उनलोगों ने. कहीं से भी ऐसा नहीं लग रहा था कि वो बाहर से आये हैं. बीच-बीच में कभी-कभार वो लोग किसी भाषा में बात करते जो हमारी समझ में नहीं आ रही थी. पूछने पर पता चला कि वो वास्तव में फ्रेंच भाषा की एक बोली (डैलेक्ट) है. उनकी भोजपुरी और हमारी भोजपुरी में सिर्फ स्वरों के उतार चढाव (एक्सेंट) का फर्क है. जो सम्प्रति फ्रेंच भाषा के प्रभाव के कारण है. पर इस मामूली से फर्क के बीच भी हम एक-दूसरे को एक-दूसरे के करीब ही पाते हैं, क्यूंकि हमारे दिल के तार सदियों से आपस में जुड़े हुए जो हैं. और शायद इसीलिए मॉरिशस को 'लघु भारत' कहते हैं.

बिहारियों के तकनीकि विकास का सपना : अमित दास

आज भी इंटर की परीक्षा के बाद ज्यादातर अभिभावक अपने बच्चों में जिस भविष्य की तलाश करते हैं वो है मेडिकल और इंजीनियरिंग. जैसे ही इंटर की परीक्षा का परिणाम आता है लोग चेन्नई, बंगलुरु और कोटा जैसे शहरों का रुख करते हैं. इन शहरों में जाने वाले लोगों में ज्यादातर बिहार के लोग होते हैं. ये लोग बिहार से बाहर इसलिए जाते रहे हैं क्यूंकि बिहार में ऐसी सुविधा उपलब्ध नहीं थी. मजबूरियों में लोग अपने खून पसीने की कमाई दूसरे राज्यों में दे आते रहे हैं. कई लोग तो इन मजबूरियों के कारण अपना सपना पूरा नहीं कर पाते थे. ऐसा ही एक सपना अधूरा रह गया जो अररिया जिले के मृदौल ग्राम निवासी स्वर्गीय मोती बाबू ने भी देखा था - अपने बेटे को इंजिनियर बनाने का. उनका सपना तो पूरा नहीं हो सका पर आज उनके पुत्र श्री अमित दास कुछ ऐसा कर रहे हैं जिससे बिहार के उन तमाम लोगों का इंजिनियर बनने का सपना जरुर पूरा होगा जो किसी भी आभाव के कारण अपना सपना पूरा नहीं कर पाते थे.

अमित दास से मेरी पहली मुलाकात पिछले 'प्रवासी भारतीय दिवस' के दौरान हुई थी. सौम्य, शांत और हंसमुख व्यक्तित्व के मालिक अमित दास ने महज ३१ साल की छोटी सी उम्र में जो भी हासिल किया है वो किसी के लिए भी प्रेरणा का स्रोत हो सकता है. एक मुलाकात में अमित बताते हैं कि किस प्रकार उन्होंने अपनी प्रारम्भिक शिक्षा सुपौल के बीरपुर से पूरी की, जहाँ छात्र बोरे पे बैठ के पढाई किया करते थे. स्कूलों में बेंच-डेस्क की सुविधा तक नहीं थी वहां पे. स्कूल की पढाई करने के बाद जब पटना के ए० एन० कॉलेज में नामंकन हुआ तो ऐसा लगा जैसे बहुत बड़ी चीज़ हासिल कर ली. उसके बाद वो भी और लोगों की तरह दिल्ली चले गए. काफी समय तक डी टी सी की बसों में धक्के खाए. उन दिनों बस यही सोंच रहती थी कि अपनी कमाई से अगर एक ट्रैक्टर खरीद पाए तो कुछ कर पाएंगे. धीरे-धीरे पता चला कि कंप्यूटर का कोर्स करने से कुछ अच्छा हो सकता है. पर इसमें भी दिक्कत थी. ज्यादातर बिहारियों की तरह अंग्रेजी कमजोर थी. पर रास्ता दिख गया था और वो मेहनत करने से पीछे नहीं हटने वाले थे. बिहारी लोग तो जन्मजात मेहनती होते हैं बस मौका मिलना चाहिए या रास्ता दिखाई देना चाहिए. पूरी ताकत लगा देते हैं बिहारी लोग. अमित दास ने भी पूरी ताकत लगा दी. धीरे-धीरे वे microsoft certified कंप्यूटर प्रोफेशनल बन गए. यहाँ से उनकी जिंदगी ने यू-टर्न लिया. अपनी एक कंपनी खोली. समय के साथ काम बढ़ने लगा. फिर मौका मिला और वो ऑस्ट्रेलिया चले गए. वहां भी अपनी एक कंपनी खोल ली. मेहनती अमित की किस्मत ने साथ दिया और वो तरक्की की सीढियाँ चढ़ते गए।

तरक्की की सीढियाँ चढ़ते हुए भी अमित दास को अपने पिता का सपना पूरा करने का ख्याल था और इसी उद्देश्य से उन्होंने इन्नोतेक एडुकेशनल सोसाएटी बनाई. इसी दौरान बिहार फौन्देशन के संपर्क में आये. उनके प्रोजेक्ट में हर संभव सहायता की गयी. ज्यादातर देखा गया है की जो भी लोग बिहार में निवेश के लिए आते हैं वो पटना या उसके आस-पास ही निवेश करना चाहते हैं. पर अमित दास तो अपने जिले में ये कॉलेज खोलना चाहते थे ताकि बिहार के उस सुदूर इलाके के लोगों का सपना न टूटे. सरकार की तरफ से आवश्यक औप्चारिक्तायें पूरी की गयीं. ज़मीन उपलब्ध करायी गयी. 16 अगस्त 2010 को फौर्बीसगंज में उनके कॉलेज का शिलान्यास हुआ. 110 करोड़ की लागत से बनने वाले इस कॉलेज में विश्वस्तरीय पढाई की व्यवस्था होगी. TAFE ऑस्ट्रेलिया के साथ उच्च स्तरीय शिक्षा की व्यवस्था की गयी है. यह सुविधा सेटेलाईट के माध्यम से भी सीधे ऑस्ट्रेलिया से उपलब्ध करायी जाएगी. पूर्व से ही छात्रों के प्लेसमेंट की भी पूर्ण व्यवस्था की गयी है, जो न सिर्फ भारत बल्कि विश्व स्तर तक होगी।

अमित दास का जज्बा बिहार के लिए सिर्फ अपने निवेश तक ही सीमित नहीं है. वो ऑस्ट्रेलिया में न सिर्फ बिहारियों को संगठित कर रहे हैं बल्कि एक australian कंपनी को भी बिहार में निवेश करने के लिए प्रेरित भी कर रहे हैं. इस कंपनी के प्रतिनिधि जब भी भारत आते थे तो सिर्फ दिल्ली या मुंबई तक ही जाते थे. बिहार के बारे में तो जो भी उन्होंने सुना था उससे उन्हें बिहार आने में डर लगता था. अमित दास ने किसी तरह न सिर्फ उन्हें विश्वास दिलाया की बिहार बदल गया है बल्कि उनके बिहार आने जाने और रहने का खर्च भी खुद दिया. हमने उनकी मीटिंग CM के निवेश सलाहकार और वरिस्थ्तम IAS अधिकारी श्री एस० विजयराघवन से करवाई. इस मीटिंग में सम्बंधित अधिकारी भी शामिल हुए. अमित दास का प्रयास सफल हुआ और कंपनी के प्रतिनिधियों ने बिहार में निवेश करने की बात कही. उनके जाने के कुछ दिनों के बाद मेरे पास कंपनी के एक प्रतिनिधि रोबर्ट का मेल आया जिसमे लिखा था कि 'दुनिया के कई हिस्सों में हम बिज़नस कर रहे हैं पर जो व्यव्हार और सम्मान बिहार में मिला वो कहीं नहीं मिला और ये हमारे बिज़नस के लिए बहुत महत्वपूर्ण है'. सौर उर्जा से पानी को पीने लायक बनाने वाली ये कंपनी नालंदा और पटना में पइलोत प्रोजेक्ट के रूप में कम शुरू करेगी और फिर सफलता के बाद मशीन के निर्माण हेतु संयंत्र भी लगाएगी. अगर सब कुछ ठीक रहा तो अनुमानित निवेश लगभग २५ मीलियन डॉलर का होगा।

पिछले साल एक संस्था ने अमित जी को उनके सरह्निये कार्यों के लिए 'बिहारी अस्मिता सम्मान दिया. मुझे अच्छी तरह याद है जब अमित दास लोगों से अपने विचार बता रहे थे तो खचाखच भरे श्री कृष्ण मेमोरिअल हॉल में काफी देर तक तालियों की गरगाराहत गूंजती रही. जब भी अमितजी से बात होती है एक ताजगी का एहसास होता है. जिसे सुनकर सहसा ही ये विश्वास होता है कि अब किसी पिता का सपना नहीं टूटेगा. उसके बेटे परदेस से इतने काबिल होके बिहार को विकसित बनाने के लिए लौट जो आये हैं. उम्मीद है शीघ्र ही और अमित बिहार लौटेंगे और बिहार में कई इंजीनियरिंग कॉलेज खोलेंगे जिससे बिहार के छात्रों को बंगलोर, चेन्नई और कोटा नहीं जाना पड़ेगा और बिहार का पैसा भी बिहार में ही रहेगा.

प्रवासियों के पर्व Vs वासियों के पर्व

अमेरिका हो या इंग्लैंड, यु0ए0ई० हो या क़तर, कनाडा हो या नोर्वे या फिर मुंबई हो या बंगलुरु जहाँ भी बिहारी लोग जाते हैं अपनी संस्कृति को बरक़रार रखने का पूरा प्रयास करते हैं. भले ही कार्य करने का ढंग बदल जाता हो पर मूल में श्रद्धा वही होती है. हो सकता है अमेरिका, इंग्लैंड में दुर्गा, लक्ष्मी या गणेश की बड़ी मूर्तियाँ न मिल पायें, हो सकता है वहां बड़े-बड़े पंडाल और लाइटिंग की सुविधा न हो पर दिल में उत्साह वही रहता है, जिसे लेकर प्रवासी लोग अपने छोटे से समूह में ज़मा होते हैं और पूरे उत्साह से पर्व मनाते हैं. त्योहारों के मौसम के आते ही आप तमाम बिहारी संगठनों की वेबसाइट पे त्यौहार मिलन के कार्यक्रम की सूचना देख सकते हैं. लोग किसी रेस्टुरेंट, किसी पार्क या किसी के घर पे जमा होते हैं, एक दूसरे को मुबारकबाद देते हैं, भगवान की फोटो [कभी- कभी ये फोटो डिजिटल भी होती है] लगाईं जाती है, CD या DVD प्लयेर पर मन्त्रों का उच्चारण होता है, पर दिल में श्रद्धा उतनी ही होती है, जितना वो बिहार में रहते हुए रखते हैं. इन आयोजनों में मेहँदी प्रतियोगिता, म्यूजिकल चेयर इत्यादि का आयोजन किया जाता है. बच्चों को देवी, देवता का रूप देकर सजाया जाता है. केक काटा जाता है. यदा-कदा DJ का भी प्रबंध होता है. बिहार से सम्बंधित फिल्मों को दिखाया जाता है. यूँ कहें तो वहां उपलब्ध सुविधा के हिसाब से जितना हो सके बिहार के रंग में रंगने की कोशिश की जाती है.

अमेरिका में रहने वाले एक मित्र ने ऐसे ही एक आयोजन में बिहार से आने वाले एक मित्र के हाथों 'अनरसा' (बिहार में मिलने वाली एक मिठाई) मँगवाया था. ओवेन में पके लिट्टी चोखा का भी इंतजाम था. तमाम तरह के लज़ीज़ व्यंजन थे. पर आपको जानकर आश्चर्य होगा कि उन व्यंजनों के बीच अनरसा सबसे जल्दी ख़त्म हो गया था और लोग फिर भी उसकी ही डिमांड कर रहे थे. ओवेन में पके लिट्टी-चोखा में अपने घर में कोयले पे पकने वाले लिट्टी-चोखा का स्वाद खोज रहे थे. ऐसे त्योहारों के मौकों पर होने वाले इस मिलन में तमाम तरह के व्यंजनों के बीच लिट्टी-चोखा और अनारसा का होना ही इस बात को साबित करता है कि प्रवासी लोग पर्व के मौके पे पूरी तरह से अपने बिहार के रंग में रंगने की कोशिश करते हैं. अभी हाल में ही अमेरिका, कनाडा, ऑस्ट्रेलिया, बहरैन, UK में दुर्गा पूजा का आयोजन किया गया था. अब दिवाली मनाई जाने वाली है. ऑस्ट्रेलिया के एडिलेड तथा सिडनी में दिवाली मिलन पूरे उल्लास से मनाया गया है।

वहीँ बिहारवासियों ने भी अपने अंदाज में दुर्गा पूजा मनाई और दिवाली तथा छठ की तैयारी चल रही है. बिहार में होने वाली दुर्गा पूजा को आप पटना की दुर्गा पूजा के माध्यम से मेरे पिछले पोस्ट में देख चुके हैं. जिन्होंने नहीं देखा है वो कृपया इस लिंक पे जाएँ - http://biharfoundation.blogspot.com/2010/10/blog-post_17.html. आगे अब दिवाली धूमधाम से मनाई जा रही है. जगह-जगह लक्ष्मी-गणेश की मूर्तियों के दुकान सज गए हैं. लोग अपने-अपने घरों की रंगाई-पुताई करवा रहे हैं. परदे कैसे लगेंगे, दीवारों पर कौन सा रंग चढ़ेगा, दिवाली में रंगोली कैसी सजेगी, छत पे कैंडिल कैसा लगेगा, जलते-बुझते बल्बों की लड़ियों को कहाँ पे लगायें. ऐसी तमाम छोटी-बड़ी चीज़ों पे घर में बहस होती है. फिर सबकी सहमति से निर्णय लिया जाता है. दीपों की सजावट से घर को रौशन करना है ताकि माँ लक्ष्मी घर में प्रवेश करें. पंडित जी की अडवांस बुकिंग चल रही होती है. पटाखों की दुकाने सज गयी हैं. बच्चों ने पापा मम्मी की नाक में दम कर दिया है. मुझे तो बम ही लेना है. फुलझरी की रौशनी से उतना मज़ा नहीं आता, जितना बम की आवाज से आता है. पूरा मोहल्ला गूंज उठता है. पड़ोस के अंकल की गुस्से भरी आवाज से तो और मज़ा आता है. पटाखा पहले से नहीं फोड़ेंगे तो पता कैसे चलेगा की दिवाली आ गयी है. ऐसे दृश्य आम हो जाते हैं. हमारे बचपन में भी कुछ ऐसा ही होता था. पहले शिवकाशी से बने पटाखे आते थे. मुर्गा छाप पटाखें. अब तो चाइनीज पटाखें हैं. अनार से अब रंग-बिरंगी रौशनी निकलती है. फुलझरियां और बम का फ्यूज़न हो गया है. पहले रौशनी निकलती है, बाद में धमाके की आवाज भी आती है. हमारे समय में ऐसा गलती से हुआ करता था, पर अब तो ऐसे पटाखें डिमांड से बनते हैं.

त्योहारों के आते ही प्रोडक्ट्स पे ऑफरों की बाढ़ आ जाती है. टीवी के साथ वाशिंग मशीन फ्री. सोने के गहने लेने पे एक गणेश जी फ्री. और न जाने क्या-क्या. धनतेरस को तो कुछ खरीदना ही पड़ता है. इतनी मंहगाई बढ़ गयी है, की लोग असमंजस में पड़ गए हैं की क्या लें. पर कुछ तो लेना ही है, इसलिए बोरिंग रोड हो या एग्जिबिसन रोड या फिर पटना मार्केट या हटुआ मार्केट सभी जगह भारी भीड़ चल रही है. ऐसा ही हाल लगभग हर शहर का होता है. दुकानदारों को फुर्सत नहीं है. आपको अपना सामान मिल गया तो बड़ी खुशनसीबी. नहीं तो दुकान वाले को भला बुरा कहते हुए दूसरे दुकान में घुसिए. धनतेरस के दिन मेरी बीबी ने भी फरमाइश की - घर जल्दी आ जायियेगा, तनिष्क में चलेंगे. मन में डर हुआ कि पता नहीं कितनी जेब ढीली होगी. पर रिवाज़ है भाई. कुछ न कुछ तो लेना ही पड़ता है. वरना लक्ष्मी जी (घरवाली भी और मंदिर वाली भी) नाराज़ हो जाएँगी. और भला लक्ष्मी माता को नाराज कौन करना चाहेगा. इसी लक्ष्मी के लिए तो वासियों को प्रवासी बनना पड़ता है. घर के बाकी लोग पीछे छूट जाते हैं. दोस्त यार सब रह जाते हैं.

पर्व के समय ये कमी खलती है. वासी माता-पिता, प्रवासी बच्चों को मिस करते हैं. काश इस बार तो बेटा दिवाली में साथ होता, वहीँ प्रवासी बच्चे भी वासी माता-पिता को याद करते हैं (इस पर एक आपबीती घटना सुनाऊंगा कभी) काश घर जाते तो छठ के ठेकुआ, पिडुकिया तो खाते. घाट पे जाते. बहनें भैया दूज पर अपने भाइयों को याद करती हैं. बजरी-लड्डू कौन खायेगा इस बार. शायद इसी कमी को पूरा करने के लिए लोग परदेस में भी इक्कठे हो जाते हैं। एक दूसरे में उन रिश्तों को तलाशते हैं। जिस तरह संभव हो पाए उसी तरह पर्व मनाते हैं।

अक्सर वासी लोग प्रवासियों को देख कर सोंचते हैं कि काश हम भी अमेरिका, इंग्लैंड जा पाते. खूब पैसे कमाते पर जरा प्रवासियों से भी तो पूछ कर देखिये. पर्व तो वहां भी मना ही लेते हैं पर मन में यही सोंच होती है कि काश हम भी घर पे होते. ये डिसाइड करते की कौन सा रंग लगेगा. दोस्तों से मिलते, मेला घूमते, ये करते, वो करते, काश! हम भी घर पे होते.

बिहार लौटते प्रबुद्ध युवा

कुछ दिनों पहले निर्माण फौन्डेशन के राकेश प्रकाश, आयुष आनंद और मनीष कुमार जब मुझसे मिलने आये तो इन युवाओं को देख कर मैं थोडा सशंकित हुआ कि पता नहीं जिस मुद्दे पे ये बात करने आये हैं उसको लेके ये कितने सजग हैं। कम उम्र पर योजना बड़ी। ये लोग अमेरिका में रह रहे एक प्रवासी बिहारी वैज्ञानिक के संरक्षण में "बिहार साइंस चैलेन्ज" नाम से एक कार्यक्रम का आयोजन बिहार में करना चाहते थे। उद्देश्य था १० से १७ साल के युवा बिहारियों के दिमाग में एक वैज्ञानिक सोंच को बढ़ावा देना, जिसके माध्यम से बिहार की कुछ मूलभूत समस्याओं के लिए एक मौलिक समाधान खोजना। इस प्रतियोगिता के बिषय भी बड़े रोचक रखे हैं इन्होने, जैसे - 'बिहार गो ग्रीनर', 'इनोवेटिव टेक्निक फॉर इर्रिगेशन', 'पटना ट्राफिक मनेजमेंट, 'रेन वाटर हार्वेस्टिंग', 'कैच द क्रिमिनल्स इन सिक्सटी सेकेण्ड', 'पॉवर ओउतेज सोलुशन'। पुरष्कार की राशि भी आकर्षक है।- प्रथम स्थान प्राप्त करने वाले को ५१०००, द्वितीय को २१००० और तृतीय को ११०००। इसके अलावे १५ लोगों के लिए सांत्वना पुरष्कार भी है। नवम्बर में होने वाले इस आयोजन से उम्मीद है की इससे बिहारी बच्चों में कुछ वैज्ञानिक दृष्टिकोण विकसित होगा। साथ ही बिहार की कुछ समस्याओं का अच्छा समाधान मिल जाये.

बातचीत के क्रम में पता चला की ये सभी आई आई टी से पास और एक बड़े ही प्रतिष्ठित कम्पनी में काम कर रहे थे। उनमे से एक मनीष कुमार अभी भी ONGC में काम कर रहे हैं। तो फिर ये सब अच्छी सैलरी और प्रतिस्था वाली नौकरी छोड़ के बिहार में क्यूँ काम करने आ गए। अजी साहब ये नया पैशन है प्रबुद्ध युवाओं का। नया जोश, सब कुछ बदल देने का जज्बा। या शायद वो दर्द जो इस पीढ़ी ने झेला है बिहारी होने के नाते। हर जगह अपनी पहचान छुपाये, डरे सहमे, न जाने किस बात के लिए बलि का बकरा बना दिया जाये। पर शायद इन मुश्किलों से जूझते हुए ही लड़ने की ताकत आ गयी है। और खड़े हो गए हैं अपने बिहार को बचाने के लिए। इसके विकास के लिए योगदान देने के लिए। या शायद वो खोयी हुई प्रतिस्था फिर से पाने के लिए, जब बिहारी कहलाना गर्व की बात होती थी.

बरबस ही याद आ गयी डॉ० रवि चंद्रा की, जिन्होंने IRMA से कोर्स करने के बाद अच्छी नौकरी छोड़ 'बिहार देवलोपमेंट ट्रस्ट' नाम से संस्था बना कर बिहार के गरीब लोगों को स्वरोजगार उपलब्ध कराने के उद्देश्य से माइक्रोफिनांस के क्षेत्र में काम शुरू किया। आज वो काफी अच्छा काम कर रहे हैं। उम्मीद करता हूँ की आनेवाले दिनों में वो कुछ वैसा कर पायें जैसा की बंगलादेश के मोहम्मद युनुस ने अपने देशवासियों के लिए किया था।

इन्ही युवाओं में दो ऐसे नाम हैं जिनसे आप सभी परिचित हैं। एक हैं आई आई एम् सब्जीवाले के नाम से मशहूर नालंदा जिले के कौशलेन्द्र और दूसरा बेगुसराई के इरफ़ान आलम। आई आई एम् अपने आप में ही एक ब्रांड है। सभी जानते हैं कि उसके नाम पे लोगों को कितने अंकों वाला वेतन मिल सकता है, पर उसे छोड़ के बिहार में ऐसा काम शुरू करना जिसके बारे में ज्यादा लोग सोंच भी नहीं सकते। पर आज सभी जानते हैं की उनके इस प्रयास से कितने ही किसानों की जिंदगी बदल गयी। हो सकता है भविष्य में बिहार सब्जी के सबसे बड़े उत्पादक और बाज़ार के रूप में उभर कर सामने आये। जिस प्रकार फलों खास कर नारंगी ने अमेरिका के कैलिफोर्निया का रूप बदल दिया, मुझे लगता है ठीक उसी तरह एक दिन फ़ूड प्रोसेसिंग के क्षेत्र में बिहार का भी नाम होगा, जिसकी शुरुआत के लिए कौशलेन्द्र जैसे युवाओं का नाम जरुर लिया जायेगा। इरफ़ान आलम के सम्मान फौन्देशन ने कितने ही रिक्शा वालों को सम्मान के साथ जीने का हौसला दिया। मुझे याद है किस तरह से इरफ़ान एक चैनल की एक प्रतियोगिता 'बिज़नस बाज़ीगर' के विजेता बने थे। ये बिहारी लोगों का जन्मजात टैलेंट होता है। जहाँ जाते हैं छा जाते हैं। अब तक यह टैलेंट दूसरों के लिए कार्य करता था पर अब यह अपने बिहार के लिए कार्य करने को आतुर है.

एक और प्रगतिशील युवा हैं नितिन चंद्रा। इनका माध्यम थोडा अलग है पर मकसद वही है बिहार की तरक्की। फ़िल्में बनाते हैं। कुछ साल पहले इन्होने एक फिल्म बनाई थी - 'Bring Back Bihar' जिसमे बिहार को वापस लाने की बात रखी गयी थी। बिहार फौन्देशन के लिए भी एक फिल्म बनाई - 'A New Chapter' जो प्रवासी बिहारियों पर आधारित थी और बिहार फौन्देशन के आने से प्रवासियों में जो एक उम्मीद जगी है उसको चित्रित किया गया है। अभी हाल में इन्होने 'Deswa' नाम से एक भोजपुरी फिल्म का निर्माण किया है। जिसमे भोजुपरी को हिंदी सिनेमा के समान्तर ला कर खड़ा करने का प्रयास किया जा रहा है। इस फिल्म में उन्होंने बिहारी थीएटर से जुड़े लोगों को मौका दिया है और फिल्म की ज्यादातर शूटिंग बिहार में ही की है। इन्होने और नीतू चंद्रा ने मुंबई में हुई एक मुलाकात में पटना में अपना एक एक्टिंग ट्रेनिंग स्कूल खोलने की इच्छा व्यक्त की थी - चंद्राज़ के नाम से.

ये ट्रेनिंग स्कूल ये लोग मुंबई में भी खोल सकते हैं, पर बिहार को आगे बढाने की इनकी सोंच ही उन्हें बार-बार बिहार ले आती है। हम ऐसी उम्मीद करते हैं कि deswa फिल्म भोजपुरी के इतिहास में एक नया अध्याय शुरू करेगी।

एक और युवा हैं बिभूति बिक्रमादित्य - द० कोरया में अच्छी खासी नौकरी कर रहे हैं पर बिहार को वापस लाने का जज्बा इन्हें बार-बार बिहार ले आता है. विज्ञान के क्षेत्र में बिहार को आगे ले जाने के उद्देश्य से हर साल 'इंडियन साइंस कौंग्रेस' के तर्ज पर 'बिहार साइंस कौंग्रेस' का आयोजन करते हैं. मैं भी अपने कॉलेज के दिनों में इंडियन साइंस कौंग्रेस का सदस्य हुआ करता था जिसका उद्घाटन प्रतिवर्ष प्रधानमंत्री करते थे और उसमे देश के तमाम वैज्ञानिक और उसमे रूचि रखने वाले लोग इकठ्ठा होते थे. अभी हाल ही में इन्होने पटना ट्रैफिक मैनेजमेंट के लिये अपने सुझाव प्रस्तुत किये हैं. इनकी योजना बिहार में एक टेक्नीकल इंस्टिट्यूट स्थापित करने की भी है. साथ ही कोरया में ये बिहार फौन्देशन को भी फैला रहे हैं।

ऐसे कई युवाओं के मेल मुझे आते हैं जो अभी अपने फ़ाइनल इयर में हैं या किसी प्रतियोगिता परीक्षा के साक्षात्कार में जाने वाले हैं और वो बिहार के लिए कुछ करना चाहते हैं. मेरी उनको निजी सलाह होती है कि पहले वो खुद को करियर में स्थापित करें फिर वो बिहार के लिए ज्यादा अच्छे से योगदान दे पाएंगे. पर सोंचने वाली बात ये है कि आज युवाओं में बिहार के लिए कुछ करने कि प्रवृति बढ़ रही है. ये शायद बिहारी होने का दंश झेलने के कारण हो या फिर जैसी सुविधा और वातावरण वो दूसरे राज्यों या देशों में देखते हैं वैसा ही बिहार में भी बनाना चाहते हो ताकि आने वाली पीढ़ी को वो सब न झेलना पड़े जो हमें झेलना पड़ा है.

पटना की दुर्गा पूजा

यूँ तो दुर्गा पूजा में कई शहरों में रहने का मौका मिला है। हो सकता है कई जगहों की पूजा में तकनीक और मूर्तिकला का ज्यादा अच्छा उदाहरण (जैसे कोलकाता में) देखने को मिलता हो, पर जो अपनापन बिहार की पूजा में मिलता है वो शायद ही कहीं महसूस होता है. इस बार भी पटना की पूजा में वही अपनापन और जोश देखने को मिल रहा था।

पंडालों की सज्जा हो या मूर्तियों का डिजाईन, हर प्रस्तुति अपने आप में अलग थी। अलग-अलग थीम पर पंडालों की सजावट इस बार भी देखते ही बनती थी।

कहीं पर मंदिरों का डिज़ाइन बनाया गया था तो कहीं कोई दृश्य।

पर असली आकर्षण तो वो पंडाल थे जहाँ तकनीक का इस्तेमाल कर प्रदर्शन किया गया था. लाइट और साउंड के प्रयोग से दिखाया जा रहा था की किस प्रकार देवी दुर्गा महिसासुर का वध कर रही हैं. जलती बुझती रौशनी के बीच एक त्रिशूल और तीर आके महिसासुर को लगता था. साथ ही बैक ग्राउंड में अट्टहास और अन्य आवाज़ प्रदर्शन को जीवंत बना रही थीं. एक अन्य पंडाल में राक्षश के मुख में गुफा की शक्ल दी गयी थी और अन्दर में देवी की प्रतिमा स्थापित की गयी थी. बाहर के भाग में करीब २०-२५ फीट ऊँचा पहारनुमा आकृति थी जिस पे भागीरथ द्वारा गंगा को धरती पे लाने का दृश्य दिखाया गया था. जलती-बुझती रौशनी और साउंड इफ्फेक्ट के बीच पानी की निकलती धारा गंगा के धरती पे आने का उत्तम प्रदर्शन था. इन जगहों पे लोगों की भीड़ बेकाबू हो रही थी।

कई जगहों पे मूर्तियों की सुन्दरता भी देखते ही बनती थी. साथ की सजावट से इसमें चार चाँद लग गया था. रोड के दोनों तरफ ट्यूब लाइट की रौशनी पुरे पटना को जगमग बना रही थी. मुख्य सड़कों का शायद ही कोई इलाका दिखा जहाँ रौशनी नहीं थी. सड़कों पे पूरी चहल पहल दिख रही थी. कारों और बाइक का काफिला कई जगहों पे अटका पड़ा था. उनकी गति भी पैदल चलने वालों के सामान ही धीमी थी। हाथों में हाथ डाले लोग (जोड़े) अब पटना की सडको में बड़े बेफिक्र हो के घूम रहे थे और पूजा का आनंद उठा रहे थे. मुझे याद है कॉलेज के वो दिन जब इन्ही पटना की सड़कों पे ऐसे लोग शायद ही दिखते थे. इसी भीड़ में कई युवा जोड़ों को पीछे छोड़ता हुआ एक बुजुर्ग जोड़ा एक दूसरे का हाथ पकडे तेज़ी से आगे निकलता हुआ दिखा. माता-पिता या बड़े भाई-बहन अक्सर छोटे भाई-बहनों का हाथ पकड़ कर इसलिए चलते हैं कि कहीं खो न जाएँ. कई लोग इस भीड़ में खो भी जाते हैं. ऐसे में इस बार भी जगह-जगह पे पंडालों में अनाउंस किया जा रहा था खोये हुए लोगों के बारे में. एक जगह पे अनाउंसर कुछ इस तरह से कह रहा था - 'रिन्कुजी आप जहाँ कहीं भी हों पंडाल के गेट पे चले आयें आपके घरवाले बड़ी ही बेशर्मी (शायद वह बेशब्री कहना चाह रहा था) से आपका इंतज़ार कर रहे हैं.' इस तरह से उसने कई बार अनाउंस किया. लोगों को इस तरह कि बात सुनकर बड़ा मज़ा आ रहा था।
बेली रोड पे राक्षश कुल का एक प्राणी अपनी चमकती हुई सींघों के साथ आगे बढ़ रहा था, जिसे देख बच्चे डर जा रहे थे. कुछ बड़े बच्चे चमकने वाली सींघ की दुकान खोज रहे थे. हर बार पूजा में कोई न कोई इस तरह की नयी चीज़ बाज़ार में आती है जो बच्चों और युवाओं का आकर्षण बनती है. जगह-जगह खिलोने, मूर्तियों की दुकाने सजी पड़ी थीं. इनमे बंदूकों की बिक्री शायद सबसे ज्यादा होती है. मुझे याद है हमलोग दुर्गा पूजा से ही अपने पिताजी से बन्दूक खरीदवा लिया करते थे और छठ तक चोर- पुलिस खेला करते थे. आज भी बंदूकों का क्रेज बरक़रार है. छोटे-बड़े तरह-तरह के झूले बच्चे तो बच्चे, बड़ों के भी आकर्षण का केंद्र बने हुए थे. कुछ चीज़ें सदाबहार होती हैं. फर्क सिर्फ तकनीक का आ जाता है. आज के झूले कई तरह के हो गए हैं. गोलगप्पे जिसे पटना में हमलोग फोक्चा के नाम से जानते हैं, चाट पकोरे, आइसक्रीम इत्यादि की दुकाने, ठेले लगे हुए थे और हर बार की तरह लोगों की भीड़ इन सड़क के किनारे मिलने वाले व्यंजनों का आनंद ले रही थी.
नवमी के दिन सुबह से हो रही बारिश से तो लगता था कि इस बार पूजा का मज़ा किरकिरा हो गया, पर शाम होते-होते सबकुछ सामान्य हो गया था और लोगों कि भीड़ उसी उत्साह से पटना घूम रही थी और पटना के दुर्गा पूजा का आनंद उठा रही थी. इस भीड़ में कुछ पराये भी थे कुछ अपने भी।
हम चाहे जहाँ कहीं भी चले जाएँ, कितनी सुविधाओं में क्यूँ न रहने लगें पर पर्व के समय अपने बिहार में रहना ही सबसे ज्यादा खुशी देता है. वो अपनापन, वो लगाव जो यहाँ है, वो शायद कहीं नहीं है. वैसे लोग जो किसी कारणवश घर नहीं आ सके उम्मीद है उन्हें इससे अपने बिहार कि कुछ झलक जरुर मिलेगी. अपने विचार और अनुभव हमें जरुर बताएं. कुछ संकलित तस्वीरों के साथ आपको छोड़ रहा हूँ. आप सबों को दशहरा की ढेर सारी शुभकामनायें.

प्रवासियों को वोटिंग का अधिकार

प्रवासी भारतीय दिवस करीब आ रहा है। केंद्रीय मंत्री श्री व्यालार रवि अपने सन्देश में कहते हैं - "मुझे बताते हुए ख़ुशी हो रही है की नॉन रेसिडेंट इंडियनस को वोट देने से सम्बंधित बिल संसद ने पास कर दिया है।" हो सकता है एन आर आई के लिए ये ख़ुशी की बात हो, पर क्या वैसे प्रवासियों को वोट देने का अधिकार नहीं है जो अपने ही देश में अपनी ज़मीन से दूर रहते हैं?

मुंबई में रह रहे हसन कहते हैं - इच्छा तो बहुत होती है कि हम अपने क्षेत्र के लिए एक सही प्रतिनिधि चुनें पर इतनी जल्दी जा नहीं सकता, अभी ईद में ही वापस आया हूँ। कुछ इसी तरह कि बात गुडगाँव के एक मल्टी नेशनल कंपनी में काम करने वाले एक इंजिनियर आलोक कहते हैं - दुर्गा पूजा, दिवाली और छठ में से किसी एक पर्व में ही जा पाऊंगा। पर्व के समय टिकेट मिलना बहुत मुश्किल होता है। अभी छठ का टिकट मिला है, पर उस वक़्त मेरे इलाके में चुनाव हो चूका होगा। चाहकर भी भाग नहीं ले सकता। एक अच्छे प्रतिनिधि से ही क्षेत्र का विकास संभव हो पाता है। और सबसे बड़ी बात अपनी पहचान की है। कोई अच्छा प्रतिनिधि ही अच्छी पहचान प्रस्तुत कर सकता है, जिसपे हम प्रवासी लोग भी गर्व कर सकें।

सिर्फ हसन और अलोक ही नहीं ऐसे तमाम लोग हैं जो किसी न किसी मज़बूरी की वजह से वोट नहीं दे पाते हैं । मज़बूरी चाहे नौकरी की हो या पैसे की या फिर हालत की । पर यह सत्य है करोरों लोग अपने उस अधिकार से वंचित रह जाते हैं जिस पे उनका तथा उनकी आने वाली पीढ़ी का भविष्य टिका होता है। ऐसी भीड़ में सिर्फ अपने राज्य से बाहर रहने वाले ही नहीं, अपने ही राज्य के दुसरे जिले में रहने वाले भी तमाम लोग शामिल हैं जो वोटिंग के अधिकार से वंचित रह जाते हैं।

आज जब एन आर आई लोगों के लिए वोट देने का अधिकार दिया जा रहा है तो यह सवाल उठाना भी लाजमी है की सरकार अपने ही देश में रहने वाले प्रवासियों की वोटिंग में भागीदारी सुनिश्चित करे। सम्प्रति केंद्र सरकार विदेशों में स्थित भारतीय दूतावास के माध्यम से एन आर आई को वोट देने की सुविधा देने वाली है। तो फिर कोई ऐसी व्यवस्था क्यूँ नहीं की जा सकती की प्रवासी लोग अपनी कर्मभूमि में रहते हुए भी अपने जन्मभूमि के लिए एक अच्छे प्रतिनिधि का चुनाव कर सकें। आज संचार क्रांति की धूम है। उसका प्रयोग किया जा सकता है। पहले लोग बैलट पेपर का इस्तेमाल करते थे, आज अनपढ़ लोग भी इवीएम् मशीन पे बड़ी ही आसानी से वोट दे रहे हैं। बदलाव आता है तो लोग धीरे-धीरे सीख ही जाते हैं। तो एक बदलाव इस क्षेत्र में और लाया जाये, जिससे की प्रवासियों की वोटिंग में भागीदारी हो सके। वो सिर्फ मजबूरियों की वजह से अपने इस बहुमूल्य अधिकार से वंचित न रह पायें।

आज तमाम सोशल नेट्वोर्किंग साइट्स पे लोग बिहार में होने वाले चुनाव के विषय में बात करते हैं, अपने सुझाव देते हैं, लोगों से अपील करते हैं की उन्हें चुने जो बेहतर हैं पर अपने वोट के बारे में मन मसोस कर रह जाते हैं। अगर सरकार और चुनाव आयोग इसतरह की कोई व्यवस्था कर पाए तो हो सकता है की नतीजा कुछ सकारात्मक निकले। एक सर्वे के मुताबिक लगभग ४५ से ५० लाख लोग २००९ में बिहार से बाहर गए। प्रतिवर्ष काफी बड़ी संख्या में लोग बिहार से बाहर जाते हैं। चुनाव आयोग के अनुसार आज बिहार में साढ़े ५ करोड़ मतदाता हैं। अगर पिछले चुनाओं के प्रतिशत पे ध्यान दें तो पाएंगे की औसतन २० से ३० प्रतिशत लोग ही वोट दे पा रहे हैं। तो क्या वोट ना दे पाने वालों में एक बड़ी संख्या उनकी है जो माइग्रेट कर गए हैं। तब तो यह और भी आवश्यक हो जाता है की माइग्रेट करने वालों को वोट देने की कोई व्यवस्था की जाये। अगर दुसरे नजरिये से देखेंगे तो क्या जो प्रतिनिधि चुन कर आते हैं वो सिर्फ मुठी भर लोगों द्वारा ही नहीं चुने जाते हैं? तो फिर कैसा लोकतंत्र हुआ यह? क्या ऐसी स्थिति में सरकार और चुनाव आयोग की जिम्मेदारी नहीं बनती की ज्यादा से ज्यादा लोगों की भागीदारी सुनिश्चित की जाये जिससे की एक वैसा प्रतिनिधि चुना जा सके जो ज्यादातर ( कम से कम ५०% से ज्यादा) लोगों द्वारा चुना जाये। तभी शायद लोकतंत्र अपने सही रूप में कहा जा सकेगा और प्रवासियों को वोट देने की व्यवस्था करना इसमें एक सार्थक कदम हो सकता है।

The last two months – devoted to the ‘Vishwash Yatras’ - have been excruciatingly hectic… reason why I could hardly interact on the blog। But these have been truly and immensely insightful.

Honestly speaking, I felt duty-bound to undertake this campaign। On assuming charge as the CM, I had promised that I would not go back to the people to seek their votes for another term if I realized that my government had failed to deliver. The benchmarks were laid out by the Vikas Yatra undertaken then by us…॥ This Vishwash Yatra (after four and a half years of our government) therefore became essentially an exercise in self appraisal and assessment.

Having concluded the Yatra, I have today, like most of our brethren in the state, a fairly modest sense of assertion that Bihar is very much on the way to better, more secure times। One could easily sense that across sectors, schemes and programmes, the foundations that have been laid are strong enough to sustain progresses over time. You would surely appreciate that laying down the footings was the most critical and yet most consuming of the tasks cut out for any new government here.

Of course, I am not entirely satisfied, and a lot is still to be done। Having said that, rapid growths in key spheres achieved over the past four-and-a-half years do not escape notice anymore. Importantly, we are also witnessing a very positive social assertion, thanks particularly to the empowerment of our womenfolk, and a genuinely growing sensitivity among the rural poor towards education. I have always maintained that only when the masses begin to have a natural sense of ownership can any development sustain. It feels good that bettering health services, transport and communication infrastructures, etc are there to aid this social change.

It is vital to note here that this social transformation, or for that matter, any development, would not have been possible without peace in society। I had shared in one of my previous posts that ensuring lasting peace was a critical bottom-line for my administration. I am happy at the yields today.

In the course of my Vishwas Yatra, I wanted to review the development projects launched by the state government in different districts. This would have been possible only by visiting different areas, interacting with people and reviewing the progress of the work with the district officials.
The format of the Vishwas Yatra enabled me to achieve my objective। I started off my yatra with a visit to a village in the morning during which the chief secretary or the development commissioner used to accompany me. These top bureaucrats sometimes were in such villages where even a block development officer may hardly ever have turned up in the past.

This enabled us to oversee projects and schemes, identify problems on the spot and take suitable immediate steps. It was essentially a reality check even as we took governance to people’s doorsteps.
A review meeting with the district officials after the visit to the village was part of the yatra। It was the first time a chief minister held such a meeting at the district headquarters. I had fixed 23 subjects to assess the development works in a district. Each meeting used to last for at least four hours during which we identified bottlenecks and tried to remove them.

I used to address a public rally at the district headquarters in the evening before dropping in on a local associate or a party worker’s house for dinner। At the outset, it was originally planned that I would address only one rally at the district headquarters. But I invariably ended up addressing two rallies in a day. henever I went to a village in the morning, I always found a large crowd waiting patiently for us. During these two rallies, I used to address at least 30,000 people a day.

The Vishwas Yatra was, however, not merely an exercise to review the development projects or to get a feedback of the people on my government’s performance। It was also an opportunity to feel the winds of changes across the state. During this yatra, I experienced many positive changes. There are a few examples which come quickly to my mind.

I visited Dharhara village in Bhagalpur district where people planted ten trees of fruits for every girl child born there. This was a novel concept which was not only environment-friendly but was also aimed at safeguarding the future of the girl child. Its novelty apart, it is so intimately contextual in our times that I wouldn’t be amazed if this model is soon showcased as an ideal social practice in many part of India.

I also visited the house of a schoolgirl Khushboo at her Bhogaon village in Katihar district। Khushboo was the second topper in this year’s matriculation examination. She fought against all odds to achieve this distinction. Her school was located five kilometre away from her village but that was no deterrent for her. She said the bicycle that she got under the Mukhyamantri Balika Cycle Yojna helped her in her preparation for the examination. She could save her time earlier spent on commuting and devoted it towards her studies. I had a sense of satisfaction when I handed over the cheques to her for her achievements….and a hope that she becomes a role model for many youngsters.

My visit to Aurahi Hingna in Araria district, the native place of the great Hindi litterateur Phanishwar Nath Renu was a very emotional experience. Renuji had penned down several novels and stories like Maila Anachal and Parti Parikatha, depicting the lives of the people from the underprivileged sections of society in the Kosi belt. I chose to travel by road in the Kosi belt to see the region so vividly described in Renu’s masterpieces.

I met two of Renu ji’s wives -- Padmaji and Latikaji -- at the village. When I touched their feet, they blessed me affectionately. They later send local delicacy patua ka sag & roti for me in circuit house. Since the region has been famous for kattha (catechu), I decided to develop a forest for khairwood which will be known as “Renuvan”…. a small tribute to Renuji’s great legacy.

I must admit however that some other experiences have been terribly moving as well। I visited a village in Munger district where scores of people were disabled because of the excessive fluoride content in water. I was dismayed to learn that successive government had failed to provide safe drinking water to the village. .There are other areas in the state where arsenic content in water is posing health problems to a large number of people.

This is why I said in the beginning that I am not fully satisfied. A lot of things are to be done, and we are already in the process of prioritizing some of these.

On a more personal note, I must share with you that I have not taken any leave as such during my tenure. I once went to Mumbai for a day to receive an award, and stayed in Bangalore for a night for a wedding. I also went to Punjab and Kolkata for election campaigns and visited Mauritius once as part of an official delegation.
I have been working everyday without a break, thinking often of the philosophy of “aharnish seva (uninterrupted work through day and night)”। I understand this will need to go on, without any let up…. in the hope of more and more people joining together to bring a brighter future for all of us.

राज्य मे अपराध नियंत्रण एक बड़ी चुनौती थी - नीतीश

पिछले विधान सभा के चुनाव के दौरान बिहार की जनता से मैंने एक वादा किया था कि मैं राज्‍य में कानून के शासन को पुन: बहाल करूँगा । ये कतई आसान न था । मुझे इस प्रयास में उस मिथक को तोड़ना था कि बिहार में अपराध नियंत्रण किसी के वश में नहीं है । मैं इसके लिये कृतसंकल्‍प था किन्‍तु मुझे इस बात का ख्‍याल रखना था‍ कि हमें इस उद्देश्‍य की प्रा‍प्ति कानून के दायरे में ही करनी थी । विगत में देश के विभिन्‍न भागों से आयी खबरों के कारण मुझे इस बात का इल्‍म था कि कानून-व्‍यवस्‍था के नियंत्रण के नाम पर अक्‍सर मानवाधिकारों का उल्‍लंघन होता है । इसी लिये मुझे यह सुनिश्चित करना था कि हमारी लक्ष्‍य प्राप्‍ति की दिशा में इस प्रकार की चूक न हो । अपराध नियंत्रण के संदर्भ में सर्वप्रथम मेरा ध्‍यान आर्म्‍स एक्‍ट के अंतर्गत दायर किये उन हजारों मामलों की तरफ गया जो वर्षों से लंबित थे । आर्म्‍स एक्‍ट के अंतर्गत तीन साल तक की सजा का प्रावधान है और इन मामलों में मुख्‍यत: राज्‍य के पुलिसकर्मी ही गवाह होते हैं । मैंने महसूस किया कि इन केसों का शीघ्र निष्‍पादन संभव है ------ अगर उनसे जुड़े गवाहों की उपस्थिति न्‍यायालयों में सुनिश्चित की जाए । हमारी सरकार ने तत्‍पश्‍चात बिहार पुलिस मुख्‍यालय में एक विशेष कोषांग की स्‍थापना ऐसे ही सारे मामलों के निष्‍पादन एवं इनसे जुड़े गवाहों को न्‍यायालयों में उपस्थित कराने के लिए की------ जिससे कानून तोड़ने वालों को समुचित सजा मिल सके । मैंने अधिकारियों की निर्देश दिया कि गवाहों को उपस्थित कराने के लिए वे यथासंभव न्‍यायालय से एक से अधिक तिथि की मांग न करें । मेरा ऐसा मानना है कि न्‍याय करना न्‍यायालय का कार्य है किन्‍तु सरकार का यह दायित्‍व है कि वह त्‍वरित न्‍याय के हेतु समुचित व्‍यवस्‍था करें । इस दिशा में हमारी सरकार ने न्‍यायालयों ऐसे कई गवाहों की उपस्थिति भी सुनिश्चित कराई जो झारखंड राज्‍य की स्‍थापना के बाद वहॉं चले गये थे । हमारे इन प्रयासों का जल्‍द असर हुआ और आर्म्‍स एक्‍ट के हजारों मामलों का निष्‍पादन त्‍वरित गति से हुआ । इस संदर्भ में मैं अपना-पराया भूल गया । इस बात से शीघ्र ही सभी अवगत हो गये कि कानून अपना काम करने लगी है । अपराधियों के बीच जुर्म करने के बाद कानून की पहूँच से दूर बने रहने का गुमान खत्‍म होता दिखने लगाA इन प्रयासों से आम लोगों में एक संदेश गया और उनमें सरकार के प्रति विश्‍वास जागृत हुई । उन्‍हें यह अहसास हुआ कि अब कानून तोड़ कर सजा से बचना किसी के लिये संभव न हो । तत्‍पश्‍चात राज्‍य के विभिन्‍न क्षेत्रों में बहुत ऐसे लोग, जो किसी न किसी पुराने मामलों में सजा दिलाने के लिये न्‍यायालयों में उपस्थित होना चाहते थे] अब खासे भयमुक्‍त हो कर आगे आने लगे । इससे कानून तोड़ने वालों को भी समझ में आ गया कि हमारी सरकार अपराध नियंत्रण हेतु कितनी सजग है । जिन्‍हें अपनी काले शीशे चढ़े वाहनों की खिड़कियों से बंदूके दिखाने का शौक था या फिर उन्‍हें जिन्‍हें शादी-विवाह के अवसर पर शामियाने में अपनी गैर-लाईसेंसी हथियार से गोली दागकर शक्ति प्रदर्शन की अभिरूचि थी यह समझने में कतई वक्‍त नहीं लगा । सन 2006 में मैंने लंबित मामलों के त्‍वरित निष्‍पादन हेतु एक मींटिग आहूत की जिसमें पटना उच्‍च न्‍यायालय के मुख्‍य न्‍यायाधीश और अन्‍य न्‍यायाधीशों के अलावे सभी जिलाधीश, पुलिस अधीक्षक और लोक अभियोजक शामिल हुये । मेरी जानकारी में भारत में ये अपने प्रकार की पहली पहल थी । हमने एक 'एक्‍शन प्‍लान' के तहत हजारों लंबित मामलों की सुनवाई हेतु 'स्‍पीडी ट्रायल' की व्‍यवस्‍‍था की, जिसके कारण हजारों मुजरिमों को सजा मिली । कई मामलों की सुनवाई जेल प्रांगण में भी शुरू की गई । इन मामलों में हुये त्‍वरित कार्यवाही से अपराधियों में कानून के प्रति भय हुआ । मैंने तो बस यह संदेश दिया था कि हमारी सरकार अपराध नियंत्रण की दिशा में किसी तरह की कोताही बर्दाश्‍त नहीं करेगी । इस संदर्भ में माननीय न्‍यायालयों एवं न्‍यायिक प्रक्रिया से संबद्ध प्रबुद्ध मानस का सहयोग सराहनीय रहा । आपको भी खुशी होगी कि अब तक के हमारे शासन काल में एक भी संप्रदायिक दंगे या जातीय संघर्ष की घटना नही हुई है । हमनें प्रत्‍येक जिलाधिकारियों एवं पुलिस अधीक्षकों को स्‍पष्‍ट निर्देश दिया हुआ है कि समाज में शान्ति एवं सद्-भाव बरकरार करना उनकी व्‍यक्तिगत जिम्‍मेदारी है । जब हमनें बिहार में शासन की कमान संभाली तो हमनें महसूस किया कि हमारे थानों में संसाधन का नितांत अभाव है । अगर कोई नागरिक कोई शिकायत दर्ज कराने जाता था तो उससे कहा जाता था कि वह स्‍वयं कागज की व्‍यवस्‍था करे । हमारी सरकार ने थानों के रख-रखाब के लिये एक विशेष वार्षिक कोष का गठन किया । इन तमाम प्रयासों से हमें एक भय-मुक्‍त समाज बनाने में मदद मिली । वर्षों बाद लोग देर रात तक अपने परिवार के सदस्‍यों के साथ सड़क पर पु:न दिखने लगे । एक वक्‍त था जब समाज में भय इस कदर व्‍याप्‍त था कि पटना के रेस्‍त्ररां में बमुश्किल एक या दो ग्राहक रात्रि में देखे जाते थे । अब आलम यह है कि लोंगों को होटलों में प्रवेश के लिये कतार में लंबे समय तक इंतजार करना पड़ता है । यहॉं तक कि लोग परिवार सहित नाईट शो में भी सिनेमा हॉल में फिर से दिखने लगे हैं । मुझे यह कहने में लेशमात्र झिझक नहीं है कि यह परिवर्त्तन मूलत: अपराध पर नियंत्रण होने के कारण संभव हो पाया । इसका प्रभाव अन्‍य क्षेत्रों पर भी हुआ । मुझे आजकल अक्‍सर कहा जाता है कि पटना में एक फ्लैट की कीमत देश के अन्‍य विकसित शहरों की तुलना में अधिक है । ऐसा तब हुआ जब पिछले वर्ष की आर्थिक मंदी ने बाजार को हर जगह प्रभावित किया । हमारे शासन काल के पहले पंद्रह वर्षो में बिहार में व्‍यापार के क्षेत्र में विकास नहीं हुआ था । लोग अपनी संपत्ति को कम दामों में बेचकर राज्‍य छोड़कर अन्‍यत्र बसने लगे । बिहार में उस समय में 'डिसट्रेल सेल' के अनेक उदाहरण अभी भी मिल सकते है । आज के बदले माहौल में व्‍यापार और व्‍यवसाय जिस गति से बढ़ते दिख रहे हैं उससे मुझे विश्‍वास है कि निकट भविष्‍य में हमारी व्‍यवस्‍था खुद अपनी सचेतक व नियंत्रक की भूमिका जिम्‍मेदारी पूर्वक निवार्ह कर सकेगी । विगत दिनों में गया में एक जापानी पर्यटक से दुष्‍कर्म का मामला सामने आया। जिस दिन मुझे इसकी जानकारी मिली मुझे उस रात नींद नहीं आयी । मैंने पुलिस अधिकारियों को निर्देश दिया कि अपराधियों के खिलाफ सख्‍त कार्यवाही हो और इस मामले को निपटारा त्‍वरित न्‍यायालय में हो । इस मामले में आरोपियों का गिरफ्तार किया जा चुका है और न्‍यायालय में पुलिस ने आरोप-पत्र दाखिल भी कर दिया है । इस घटना में संलग्‍न सभी अपराधियों को शीघ्र सजा मिलेगी । यह सच है कि समाज से अपराध का खात्‍मा पूर्णत: नहीं किया जा सकता है किन्‍तु समुचित प्रशासिनक व्‍यवस्‍था एवं समयबद्ध न्‍याय के साथ उसका नियंत्रण संभव है । खास बात यह है कि जनमानस पटल पर सुरक्षा को लेकर लकीरें न दिखें । अवाम में असुरक्षा की भावना अपराधियों को ही बल देगी ।हमारी सरकार ने अपराध के लिये समुचित सजा सुनिश्चित कर जनता का विश्‍वास जीता है । बिहार में यह अब संभव नही है कि कोई व्‍यक्ति जुर्म करके सजा से बचा रह सके ।---ऐसी हमारी दृढ़संकल्पिता है । उन्‍हें अब इस बात का पता है कि कोई है जो उन पर नजर बनाये हुये है । नीतीश

Bihari youth to develop course curriculum for US varsities

PATNA: A linguist, M J Warsi, currently teaching in the department of Asian and Eastern Languages and Literatures, Washington University, has been assigned to develop course curriculum of South Asian languages, particularly Hindi and Urdu for US universities.
Warsi hailing from Kusheshwar Sthan village in Darbhanga district has been given a grant of US $ 25000 to develop course curriculum funded by a grant from the US department of education’s International Education and Graduate Programme Service.
“The project would be completed latest by August this year. The course design would be based on communicative method which is very modern and scientific way of teaching languages and linguistic courses,” he told TOI from Washington.
“I belong to a place in Bihar, where there in no electricity, road and safe drinking water. Being a proud Bihari, I am fortunate to get important assignment to design course curriculum for the best universities of US,” he said.
A gold medalist from Aligarh Muslim University (AMU) and a West Bengal Urdu Academy award holder, Warsi has also authored many books to make people understand the efficacy of common contact with regard to languages and culture.
Besides his academic commitment, Warsi has also been very actively involved with the community on the campus. He has been described as an “unsung hero” by the students of Berkeley University for his “extraordinary contribution” to academic and personal matters.
He has been chosen as a role model by undergraduates of the Berkeley-based university in a survey conducted to identify those staff persons who went beyond their duty to assist students in academic and personal matters.
Warsi’s journey has been a long and tumultuous one marked by obstacles, dedication and tremendous courage in the face of great adversities. He has to his credit 23 papers and five books, besides many articles.

IAS officer from Bihar demystifies cryptic British crosswords

A Bihar cadre IAS officer, Vivek Kumar Singh, has come out with a much awaited comprehensive book on how to solve cryptic crosswords. The book titled ‘Understanding Cryptic Crosswords- a step by step guide’ has just been released at the World Book Fair in Delhi by Macmillan, its publisher. As per the author, the book is meant for that intelligent Indian, who is, generally, sharp enough to crack the most complex puzzles of the world, but who is compelled to throw up his hands in frustration when seeking a re-affirmation of his brilliance and command over language through the thrill of vanquishing a crossword. It aspires to demystify the enigma of cryptic crosswords in a lucid, step-by-step manner, so that at the end of an year, even that reader, who has not yet embarked upon an enchanting odyssey into the crossword trail, can at the very least, contemplate doing so. The book doesn't aspire to make a master out of a layman. It just hopes to make a beginner out of a non-starter. Priced at Rs 155 only, it has been touted as a book ‘which will take cryptic crosswords, from the remote columns of a few newspapers in the country, to the living rooms of every literate Indian household!’
Perhaps the first of its kind in the world, in terms of its concept and content, it is designed to be used as a primer, a workbook, a refresher capsule and a reference book, all rolled into one, depending on the needs and skills of the user. It is divided to be studied and worked upon in 52 sessions, so that a person who uses it for self-learning, can use it once a week for a full year so that, at the end of it, he can slowly but steadily, grasp the nuances of cryptic crosswords, without any external help. Brief Introduction of Vivek Kumar Singh

Vivek Kumar Singh, started off as an amateur crossword-maker at the Lal Bahadur Shastri Academy of Administration, Mussoorie, where as a probationer in 1989-90, he made crosswords for the Hobbies Club and the Nature Lover’s Club. Thereafter, he first created crosswords professionally for the Career and Competition Times. Since then, he has regularly contributed cryptic crosswords for national magazines like Swagat (the Air-India in-flight magazine), Alive, Woman’s Era, Exotica, Heal and Discover India. He has got copyright for Crymple Crosswords, which are regularly featured in the Sunday Pioneer newspaper.
Vivek’s passion for engaging with brain teasers found expression early in the form of a successful quizzer. Through his school and college, he has won over a hundred prizes in Quizzes, Watchword and Dumb Charades. He also participated in Quiz Time, the popular quiz programme on TV. A man of varied interests he has to his credit wins at, chess tournaments in Delhi and Bokaro , and badminton tournaments at Patna.
Vivek Kumar Singh is an Indian Administrative Service (IAS) Officer of 1989 batch. He has been serving as Secretary, Art, Culture and Youth to Government of Bihar since October 2007. He is also the CEO of Bihar Foundation. Earlier he has served as Labour Commissioner and Secretary, Information and Public Relations to Government of Bihar. He was District Magistrate at Pakur(Jharkhand) and Rohtas (Bihar). Before joining the IAS, he was an IFS probationer, subsequent to a brief stint as Mgt Trainee(Admn), SAIL.

A team of five delegates from Doha, Qatar met Mr.Vivek Kumar Singh, CEO, Bihar Foundation and Mr. Satyajit Narayan Singh, Manager Public Relations to discuss the possibility of opening a chapter of Bihar Foundation at Doha, Qatar on monday. The team was headed by Mr. Shakil Ahmad Kakvi, President, ‘Indian Association for Bihar & Jharkhand (IABJ). The Indian Association for Bihar & Jharkhand has been serving to the needs of people of Bihar & Jharkhand at Qatar, for several years. Mr. Bilal working in Qatar Petroleum shared some of the problems they resolve–’Non payment or less payment to migrant Bihari laborers, improper visa issue etc. are the frequent problems we face.’

Mr. Shakil also informed about his ‘Kainat Foundation’ under whose aegis he has opened a school at his village Kako, Jehanabad to uplift the education system of his native people. The school is seven kilometers from the town but fortunate to get the CBSE affiliation. “I live in Qatar but my heart beats for Bihar. I want to payback to my motherland whatever I could”- said Mr. Shakil.

It was unanimously agreed that Bihar Foundation, Bihar will open its Chapter at Doha in association with ‘Indian association for Bihar & Jharkhand’. The chapter will communicate in two ways – one, what the Government can do for the migrated Biharis and another what NRBs can do for the development of Bihar. Soon NRBs of Qatar will meet & frame up the shape of the Doha Chapter & send the list of Executive Committee members to the parent body for approval. Mr. Shakil promised to bring social entrepreneur like him for developing Bihar and would also promote art, culture and image of Bihar in Qatar.

We have planned to dedicate the name for all 38 Hospital in each 38 districts in the name of everyone’s mother – “Maa”. This hospital will be of 50 Bed and with all maternity facility. We will be seeking help of UN – WHO body for this program. And in Phase Second in the year 2012 we will exceed to Block levels in Bihar. And Phase –III in 2015 will reach to each Panchayat.

Nilam Singh, a native of Chapra and a senior at Barry University majoring in finance was one of 21 students across the nation that received the Financial Management Association (FMA) Collegiate Fellows Program award.

The only Barry student to be recognized by the FMA honor society, Singh is in the company of other students from schools such as the University of Central Florida and Georgetown University. She proved to be an exceptional candidate demonstrating exemplary leadership, service and program planning. The FMA fellows program, awards outstanding chapter members who make meaningful contributions in service to their chapter and college or university throughout the year.

BIHAR TO GET MORE THAN 200 CRORE INVESTMENT THROUGH THE MUMBAI CHAPTER

Hon’ble Dy. C.M., Bihar Sri Sushil Kumar Modi inaugurated the Bihar Foundation MUMBAI CHAPTER on 7th Nov, 09 at Y. B. Chawan Auditorium, Nariman Point. Speaking on the occasion Mr. Modi said that Bihar Foundation Mumbai Chapter will work as an Umbrella organisation under whose guidance all other Bihari groups can pave the way for resurgence of Bihar. In a very short span of time many Bihar based groups assembled under the umbrella of the Mumbai Chapter of this unique initiative of the Govt of Bihar. Prominent among them are – Rastriya Bihar Sangh, Bihar Pravasi Mandal, Anjuman-E-Bashindgan-e-Bihar, Bihar Mitra Mandal, Bihar Nav Chetna Sangh. Bihar Vishwakarma Samaj Samiti.

Prominent Bihari Singer and Actor Manoj Tewari, Actress Neetu Chandra, graced the occasion by their invaluable presence. Ms. Chandra announced from the stage that She feels proud to be a Bihari and will play the role of the Ambassador of not only the Foundation but also of Bihar as offered by the Foundation. Before this Hon’ble Dy. Also, One big power and infrastructure company has shown interest in investing more than Rs. One thousand crore in Power, Road and other infrastructure projects.

NRI Bihari Group donated Ambulance to Patna Hospital

Deputy Chief Minister Sri Sushil Kumar Modi who is also Chairman of the Bihar Foundation, Patna handed over the key of an ambulance which was donated by the Bihar Development Foundation (BDF), UK, to the Director of the hospital Dr. V. N. Prasad in a function organized at Patna on 24th September, 2009.

"The ambulance will be used for organizing health camps in various areas of Bihar," said Dr. Rajay Narain, the foundation Secretary, Manchester, UK.

Dr. Narain further informed that the Foundation recently took over the Karjain Health Centre in Supaul with the help of PRAYAS, an NGO, and the Government of Bihar, to provide basic health care facilities in the area.

An eye camp was organized by the Foundation last month during which 50 patients with cataract problem were operated upon completely free of charge.

The Foundation will soon launch a number of health programs to address problems related to hypertension, diabetes, and Heart Disease, Dr. Narain said.

The BDF, in the last few years, has organized several health camps and flood relief operations in Bihar.

The organization consists mainly of Biharis settled in the UK. Some of the active members are Prof. G. K. Verma, Dr. Ashok Pathak, Dr. Murli Sinha, Dr. Amit Kishore, Dr. Rajay Narain, Dr. Chhitij Mohan, Dr. Anurodh Bhawnani, Dr. S. M. S. Raza, and Dr. Vishwajeet Kumar.

The function was attended by a number of physicians including Dr. Sanjay Jaiswal (MP), Dr. Bimal Karak, BDF National Coordinator, Dr. B. B. Verma, Dr. Jaipuriyrar, Dr. A. S. B. Sahay, Dr. Anurag Verma and Mrs. Chanda Prasad.

Bihar Chief Minister Sri Nitish Kumar : Business Reformer of the Year (2008-09)

Bihar Chief Minister Nitish Kumar is the Economic Times Business Reformer of the Year. The jury members were unanimous in their choice, giving Mr. Nitish Kumar’s performance a higher rating than Delhi chief minister Sheila Dixit.

The national calamity in Bihar following the Kosi river changing its course highlights the state of affairs in Bihar, once rated as the best in administration. Since taking over as the state chief minister, Nitish Kumar has been trying to rebuild the system of governance that has virtually broken down. When he came to power in Bihar in 2005, it was heralded as the beginning of a new chapter in the history of the state. Nitish Kumar became the chief minister, with a promise to turn the state around. Three years on, Mr Kumar seems to be on track, although Bihar might take a while to show results.

Mr. Kumar wants to make Bihar a developed state by 2015. Bihar being primarily an agricultural state, Mr Kumar has been stressing on agro-based industries . He believes this will help in keeping land acquisition to a minimum. The government has identified agro-processing, handloom and textiles, handicrafts, pharmaceuticals and leather as areas with comparative advantage. The other areas where he has made a good start are employment generation and infrastructure development. He beat other states to put in place an employment-guarantee programme for agricultural labourers, which promises 80 days of work, in addition to the 100 days mandated by the National Rural Employment Guarantee Programme. His government has adopted a new poverty measurement method, so that a bulk of the families living below the poverty line could be identified and have schemes targeted at them.

His goal to develop roads in Bihar has been tagged to a three-year timeline, by when he hopes to have Bihar rival the best road networks in India.

Even on the administrative front, there are several big tasks waiting for his attention. For almost 15 years, Bihar didn’t even have a proper budget. Mr Kumar has also identified promotion of investment opportunities as equally important. With poor infrastructure and the absence of long-term policies hindering private investment, he has kickstarted a series of legislative and administrative reforms. A new industrial policy was put in place in 2006, as was the Bihar Infrastructure Development Enabling Act. A new policy for the sugar processing sector — an important crop in the state — was also brought in. The new industrial policy makes land available at concessional rates and promises reimbursement of 80% of VAT deposited. And these initiatives seem to have paid off, with the government receiving proposals from a number of big sugar manufacturers. An industrial complex with sugar mills, ethanol and power generation plants has been cleared. Measures to revive the textile industry have also been pushed through. With the state relying almost entirely on the Centre for its power needs, Bihar plans to put up new thermal and hydel power plants.

Global recognition for Bihar's Husk Power Project

In my earlier post I mentioned about the Swadesh act of the NRI Biharis Gyanesh Pandeya and Manoj Sinha. The classic example of grass root innovation by Manoj Sinha was featured on NYT for his unique contribution of coming up with Husk power system for transforming rural power generation. Husk Power Systems won first place in 2008 in the University of Virginia business plan competition and the social innovation competition at the University of Texas, Austin.This model has been now won global recognition by beating more than 1,000 competitors from world over to bag the inaugural Global Business Plan Competition award.The award was sponsored by leading American venture capital firms Draper Fisher Jurvetson and Cisco. India's Husk Power System would receive $250,000 (nearly Rs 1.20 crore) as investment from Draper Fisher Jurvetson and Cisco to help take the technology to the next level; thus giving it an opportunity to expand to other parts of the state."Deciding on just one winner was difficult, especially with this caliber of candidates. Bihar Foundation's 'Global Meet' in January

PATNA: The next global meet of Bihar Foundation, formed by the state government to attract investments from Bihari NRIs and those living outside the state, will be held in the last week of January, 2010. A decision to this effect was taken at a meeting chaired by deputy CM Sushil Kumar Modi.

The meeting also decided that a Bihar minister or a senior bureaucrat will interact with Bihari NRIs and those living outside their state through internet and will apprise them of the steps taken for development of the state. Suggestions would also be sought from them in this regard.

The meeting decided to open more chambers of the foundation outside Bihar and abroad. The chambers will be opened in Kolkata and Banaglore soon. There is a move to open chambers in Mumbai, Jaipur and Bhopal and also in the UK, the USA, Russia, Australia, Canada, Mauritius and Gulf countries.

Nice to hear something from someone associated with the Bihar Foundation at last. We were trying our best to get updates on this initiative for a long time. I personally met our esteemed Deputy CM Sri Sushil Kumar Modi on my visit to Patna last year and was impressed by his enthusiatic approach to Bihar Foundation.

You will find several news clips on the Bihar Jharkhand Sabha Australia (BJSM) website on Forum page for Bihar Foundation Board about the launch of Bihar Foundation in Canberra and Melbourne by Shri Sushil Modi himself. I mean it is already here in Canberra and in Melbourne, and the members are looking for your input. We have different modes of get togethers and we meet 3-4 times a year in all major cities.

I hope you will be able to send us the newsletter or any information on projects run by the Bihar Foundation. Our next meet in Melbourne is scheduled on 9 August 2009. We would be grateful if you could provide some information on your programmes that may be shared with our members in Melbourne and be made available on the website for members from other cities.

We are helping existing members, newcomers and any potential immigrant/student from Bihar or Jharkhand for every possible needs. Further, we organised two sessions of Bhajan Sandhya in Canberra and Sydney and were able to collect more than $10,000 dollars for CM Fund for Flood Victims last year. Hi Satyajit and Team,

It was pleasure to meet you all during my visit to your office in Patna in May 2009. Initially I was little skeptical about this whole initiative as this is a govt supported initiative and we all had our share of bad experience with bureaucracy. But after meeting you all at Patna and learning about your projects and plans, I am quite excited about the future of this organization.

The time I spent talking to you all about the projects, gave me some sort of assurance that in future when we NRBs want to do something for our state, there is a govt body that can help us achieve our dreams.

I am sure together we can do something for our state and do our bit to bring back the lost glory.

Although I live in Australia but my heart still beats for India rather for Bihar. I have keen interest in Bihar related causes and try to do my bit to See a BETTER Bihar and have been involved in various socio-economic projects for Bihar.

NRI Biharis of United Kingdom came together for 'Bihar Sammelan' at Brighton, UK. About 300 people participated in the event. Bihar Foundation, Patna was introduced in that event and the message was well received by the NRBs in UK. They all are entralled by this initiative of the Govt. of Bihar & want to be associated with this unique movement in the history of Bihar.

Someone wants to invest in Bihar or someone wants to do some works like establishment of 'Community Centre', School or small Hospital in their native village or area through the Bihar Foundation, Patna. Even someone wants to do something for the school or college from where they got education.

Bihar Foundation, Patna salutes their love and emotion for their motherland. Inspite of being far away from their Bihar, they have always kept Bihar in a corner of their heart. Their love and emotion for Bihar is evident form the fact that they have established Bihar based organisation named 'Bihar Development Foundation' in UK & celebrate events of Bihari essence. They always wanted to know and do something for their motherland.

Now I leave you with glimpses of the event. They had the 'Cultural Programme' and had the dinner together. All thanks for sharing this with the Bihari Diaspora worldwide.

It was an interesting meeting I had with Bihar Foundation, India and the prospect of working together for mutual interest which is BIHAR, PEOPLE OF BIHAR. It was very encouraging to see that very senior civil servants of the State Govt. hierarchy are members of the Foundation in Bihar which not only gives it credibility but also gives it stability, and I am sure this organization shall promote Bihar and hopefully will bring investment into Bihar. We as Bihar Development Foundation UK will be honored to work along with yourselves. It was very nice to have met Mr Anup Mukerjee, Development Commissioner cum Member Secretary, Bihar foundation and Mr Ajay Yadav the CEO of Bihar Foundation India during our meeting.

We were delighted to note here in the UK the findings and the recommendation of the World Bank that PATNA is the second most ideal place to invest in the whole India [news in the media]. This speaks a lot for Patna and Bihar.

I have arranged for the poster to be displayed and other material to be distributed in the annual meeting of the doctors from Bihar this time to be held in Brighton [South of England] where about 300 families from Bihar and Jharkhand come together in a " Mela " like environment with exhibitions, music and of course sessions of scientific[medical]lectures. It is a two day program and the participants are from Bihar & Jharkhand.
After the advertisement and the facilities Bihar Foundation, India is going to provide to NRB'S for investment in Bihar I am confident that you shall be inundated with queries, hopefully some of which can end up in sponsored projects by NRB'S. I would very strongly recommend that a similar set up be formed in Jharkhand so that people from jharkhand[OLD BIHAR]get the same benifit.Here in the UK or North America it is still BIHAR not The divided Bihar as Jharkhand & Bihar we all feel as one and meet and treat each other as one.

NRI Bihari Engineer's Swades Prem

It could well be the script of Shah Rukh Khan's Swades. A local lad chucks a high-paying job in the states to bring light to his remote, off-the grid village in Bihar's West Champaran district.

Villagers found light when local lad Gyanesh Pandey came home from Los Angeles, chucking a promising career in engineering to spark this revolution with his friend Ratnesh. His undergraduate mates, Manoj Sinha and Charles 'Chip' Ransler, from the University of Virginia, raised funds and soon the village was empowered.

His two other expat Bihari friends and an American mate, helping him script this bright turnaround story.

After living in the dark ages for decades, a forgotten village in Bihar's west Champaran district, has found the power to light up its future. It comes from this plant that runs on rice husk, a forgotten technology.

"I can see why we lack innovation and everything, like to me. It all comes down to dignity and self-respect, unless you have that, you can't let your imagination fly. It is the very core of your living and that's something we lack here the most," said Gyanesh Pandey.

"This is enabling my own people, distant relatives you can say, or my own extended family. This is most inspiring," he added.
"The word 'enabling' is the key here. This is to help people help themselves, "said charles Ransler, Gyanesh friend.
Two villages have been electrified so far. Others are clamouring to join Gyanesh's light brigade, which also promises to reverse migration from the area.
"A powerhouse like this will remove the trouble of kerosene, it will bring happiness, children will study at home. We'll be able to watch TV, " said Bala Gupta, villager.

From darkness to light, it has been a terribly long wait for the villagers in Dhanaha, a dream that they could not even imagine to dream has finally seen light here।

Thanks to Gyanesh and his friends, who preferred and succeeded in chasing a mirage instead of the American Dream, which was theirs for the asking.

Bihar: Past, Present and Future

Bihar’s history and its achievements include its role in uniting India. The first all-India empire, the Mauryas, based in Patliputra, and established some uniformity of law and order across much of the country.
Some of the early achievements of Bihar, in its leading role in India, are the following:
Development of Education: The remarkable record of Nalanda, which is perhaps the oldest university in the world, and which flourished as a global institution of higher learning from 5th to 12th century. (1.2) The pioneer Mathematician Aryabhata’s migration to Kusumpur or Patna to be closer to the community of mathematicians.(1.3) Focus of education in general – not just higher education- in Buddha’s pronouncements and in Buddhist practice : the culture of “vihara”.
Advancement of public health care: The trail-blazing tradition of free medical service for all in Patliputra, which so impressed Faxian (Fa-Hsien) in early fifth century.
Government by discussion: Buddhist global councils, the first in Rajagriha just after Buddha’ death, the second in Vaishali a century later, and the third-the largest- in Patliputra, hosted by Ashoka, in the third century BC. Decisions on religious and social matters taken after extensive public discussions, with exchange of information and options.
Rule of law and governance in the interest of the people: Developed as a theory in the Arthasastra, by Kautilya, and in a less punitive form by Ashoka, as elaborated in his stone inscriptions. These theories were in varying extent ,put into practice by the Mauryas and other regimes based in Patliputra.
The building of physical infrastructure: Sher Shah, whose large empire in early sixteenth century was centred in Bihar, was visionary on constructing infrastructure of roads, bridges, etc. across India.
Resistance ti inequality and exclusion: Buddhism itself can be seen as the first pervasive protest against caste-based hierarchy. The exclusion of women from major roles in the society and in the family have also been resisted in Buddhism (even though Buddha was opposed to the ordaining of women as priests, his teachings gave active and major roles of women).Many of the later rebellions against traditional hierarchy in India have also been originated in Bihar.
These issues demand examination not only in terms of historical experience, but also for their relevance to current problems that have persistently plagued contemporary Bihar for quite some time now (including high illiteracy, frequent medical neglect, sharp economic and social inequality, low development of infrastructure, high incidence of social disorder).

What we learn from early achievements of Bihar helps us to address and conquer the persistent disadvantages that are restraining Bihar back in the contemporary world। We cann’t bury ourselves in the past, but the past of this exceptional region of India offers both inspiration and guidance.

Bihar IAS gets first Jamshedji Tata Fellowship

A senior Bihar cadre IAS officer Manoj K Srivastava got the Jamshedji Tata Fellowship which has been established in London School of Economics(LSE) in collaboration with Tata Institute of Social Sciences (TISS) Mumbai। He would join the institute for two years for a research project on pro-poor governance in India। With an academic bent of mind, Srivastava had earlier done some prestigious research work at Cambridge university and London School of Economics। Srivastava was also selected as a SPURS fellow at MIT, USA in 2002 where he worked with Judith Tendler, a renowned authority on governance।“Since my core interest was always in understanding the intricate nuances of governability at the lowest level of the society, this would be a great opportunity to understand the pro poor governance particularly in the Hindi heartland of India”said Srivastava.
